Yes, this is possible. Tourists and foreigners can book a Deutschlandticket through Deutsche Bahn, for example. The 49-euro ticket can be booked by all citizens of European member states and some citizens of other countries such as Turkey or Russia. At Deutsche Bahn, one needs a bank account number (IBAN) for this, so that the money can be debited. If you have friends or relatives in Germany, they can also purchase the ticket for you and handle the payment. This is useful, for example, for citizens of countries that are not included in the list of Deutsche Bahn.
Good to know: The Deutschlandticket is only available online and as an annual subscription. You can not buy it at a Deutsche Bahn ticket machine. It is therefore advisable to book the ticket online before traveling.

What should tourists watch out for?
If you only want to use the 49-euro ticket temporarily, for example for a vacation, you should cancel it on time. The subscription can be canceled monthly. To do this, you have to cancel it until the 10th day of a month, so the ticket remains valid until the end of the month. So let's assume you only want to use the ticket in August., but no longer need it in September, then you would have to cancel it by August 10 at the latest.
